This FAA memorandum explains and implements provisions of the FAA Reauthorization Act of 2018 (P.L. 115-254) that establish or sunset pilot programs under 49 U.S.C., Chapter 471 governing the Airport Improvement Program. The R-PGL covers topics including non-movement area surveillance, remote tower programs for rural communities, pilot program sunsets, environmental mitigation, and airport safety hazard mitigation. It is directed to Office of Airports staff to help implement statutory changes and is not legally binding.
