Pollution Control Hearings Board (PCHB) Agreement and Order Re Rescission of 401 Certification, PCHB Case Nos. 01-133 and 01-150, involving Port Of Seattle and Airport Communities Coalition (ACC) as appellants and Washington State Department of Ecology as respondent. The 401 Certification (Ecology Order No. 1996-4-02325) issued August 10, 2001 under Section 401 of the Federal Water Pollution Control Act (Clean Water Act) and Section 307 of the Coastal Zone Management Act of 1972 covered construction of an 8,500-foot-long third parallel runway at Sea-Tac Airport, associated taxiways and navigational aids, standard runway safety areas for existing runways, relocation of S. 154th Street, South Aviation Support Area, and on-site borrow sources. Ecology agreed to rescind the existing 401 Certification and issue a new one incorporating changes from the proposed Stipulation and Agreed Order of Dismissal.
