Ordinance No. 1539 from the City of Des Moines, Washington repeals the City’s Sound Code (DMMC 14.08.180 through DMMC 14.08.440) and the previously codified provisions of sections 43 through 69 of Ordinance No. 1407. The repeal is justified by findings that noise-impacted areas have shrunk due to quieter aircraft and improved flight operations, that State building codes already result in quieter homes, and that the Sound Code was viewed as unnecessarily burdensome to homeowners and developers. A savings clause ensures the repealed provisions remain in force until the ordinance’s effective date.
