Declaration by Amanda Azous (wetland expert) filed October 18, 2001 in Pollution Control Hearings Board Case No. 01-160, Airport Communities Coalition v. State of Washington Department of Ecology and Port Of Seattle, concerning Section 401 Certification No. 1996-4-02325 and CZMA concurrency statement. Azous reviews additional pages submitted by Ecology on October 15 as late additions to Erik Stockdale’s declaration (Attachment 1), which are groundwater well monitoring spreadsheets from the airport project area (West Wall Area wells HC99-B37, HC00-B121, HC00-B123, HC00-B130, HC00-B132). Azous argues the data confirms: (1) Port of Seattle began monitoring wetland hydrology after altering watershed conditions (earliest data March 1999, majority 2000-2001); (2) the 401 performance standards requiring groundwater within 10 inches of soil surface only from March to mid-June (organic soils) or March to mid-April (mineral soils) are inadequate, as monitoring data shows groundwater at or within six inches of surface through June, July, and October 2000.
