Draft joint comment letter from the cities of Burien, Normandy Park, SeaTac, and Des Moines to Steve Rybolt, Port of Seattle Aviation Environment and Sustainability, regarding the Seattle-Tacoma International Airport (SEA) Sustainable Airport Master Plan (SAMP) Environmental Assessment (EA). Addresses airport noise impacts including expansion of the DNL 65 dBA contour, inadequacy of the DNL metric, and calls for supplemental metrics such as Number-of-Events-Above (NA) and NA night in the FAR Part 150 study. Cites FAA Neighborhood Environmental Survey findings that 60-70% of residents are highly annoyed at DNL 65 dBA. Raises concerns about air quality increases in critical pollutants, health effects including sleep disturbance and learning disruption, procedural changes to airspace and flight procedures, segmentation of the NEPA/SEPA environmental review limiting analysis to Near-Term projects, and calls for collaborative mitigation planning with airport-adjacent communities. Requests Port of Seattle engage proactively with the four cities within and alongside the NEPA process.
