Boston’s 2030 Climate Action Plan is Boston’s roadmap for how we will reduce our carbon emissions and protect our neighborhoods from climate change, while centering climate justice. Achieving our 2030 and 2050 emissions goals will provide benefits to every neighborhood in Boston: energy affordability, good paying jobs, safer streets, reduced pollution, and improved public health. This plan is a direct result of collaboration and feedback with community members and our deep partnerships with Boston’s businesses and institutions, all with a shared goal of helping Boston thrive for generations to come.

What is a climate action plan?

The Climate Action Plan is Boston’s roadmap for how we will reach our carbon emissions reduction and climate resilience goals.

With the plan, Boston will continue to develop as a vibrant and sustainable city for current and future generations. We plan to champion the actions needed to meet the global challenges of climate change while tracking local implementation.

Meeting Boston’s climate goals requires a plan that reduces carbon emissions in our built environment, helps our communities adapt to climate changes, and makes Boston a place for everyone to thrive. The Boston Climate Action Plan focuses on:

  • Making our buildings healthier, more resilient, and fully decarbonized
  • Making transportation more sustainable, accessible and equitable
  • Powering Boston with clean, renewable energy
  • Combatting the risks posed by extreme weather events
  • Reducing waste and promoting sustainable consumption
  • Protecting and expanding our green space
  • Building a green workforce
  • Prioritizing public health for a healthier, stronger city

DASHBOARD and REPORTING

The Climate Action Plan Implementation Dashboard shows how Boston is using climate action to build a cleaner, more resilient home for everyone. The Dashboard tracks key metrics that show progress on the strategies outlined in the Plan and tangible benefits of climate action, from expanding access to cooling and home retrofits to making clean energy more affordable and reliable. The Dashboard is updated on an annual basis.

Additional documents related to the Climate Action Plan include:

  • The 2026-2027 Implementation Roadmap, which outlines the major milestones the City and its partners are working towards in the near-term. A new Implementation Roadmap will be released each year.
  • An Executive Summary in digital PDF and website format for quick reading. The website version is translatable to dozens of languages.

Beginning in 2027, the City will publish annual reports to reflect on past progress, highlight key milestones, and share updates on how actions under the 2030 Climate Action Plan are advancing across Boston.

Climate Council

In 2024, Mayor Wu signed an Executive Order formally creating Boston’s Climate Council.

The Climate Council, composed of City leadership, oversaw the development of the 2030 Climate Action Plan, ensuring accountability across all departments. As the Plan is implemented, the Council will continue to convene regularly to guide its execution and ensure progress is consistently evaluated and on track.

Public Information Session (4/9/2025)

 

The public information session, held on April 9, 2025, provided an overview of the Climate Action Plan (CAP) development process, Community-Based Partner Program, and a roadmap of the engagement process.

 

Neighborhood Meetings (May-June 2025)

 

The City of Boston hosted community meetings from May – June to inform the first draft of the 2030 Climate Action Plan.
