The project implements the Burien 2044 Comprehensive Plan by rezoning the North of NERA area — bounded by Des Moines Memorial Drive to the east, South 138th Street to the south, South 128th Street to the north, and 12th/10th Ave South to the west — from residential to employment-oriented (industrial) use to meet King County Countywide Planning Policies targets of 7,500 net new housing units and 4,770 net new jobs.
