Legislative guide prepared by the Airport Communities Coalition (ACC) — comprising City of Burien, City of Des Moines, City of Normandy Park, City of Tukwila, and Highline School District — for the Washington State Legislature, arguing against additional runway construction at Sea-Tac Airport and advocating for a supplemental airport to address Puget Sound regional air transportation capacity needs in the 21st century. Key facts cited: Sea-Tac operates on the smallest land area of the 100 largest U.S. airports; a proposed third runway costing over $500 million would add only nine years of capacity before demand again exceeds supply by 2010; landfill required would fill the Kingdome 14 times using 1.4 million dumptruck loads; commuter flights account for 40 percent of all Sea-Tac operations but only 9 percent of passengers, with 56 percent of those not connecting to other flights.
