This document is part of SeaTac's 2044 Comprehensive Plan update and covers the methodology and results of a land capacity analysis for housing and jobs, conducted by Leland Consulting Group. It includes appendices addressing housing needs by income level, a Housing Action Plan, and a Displacement Risk Assessment, all aimed at meeting Washington State Growth Management Act requirements. Note that despite its association with the SeaTac area, this document focuses on city housing and land use planning rather than Sea-Tac Airport noise policy.

Housing and Human Services Background Report Appendices A through C for SeaTac’s 2044 Comprehensive Plan update. Appendix A is the Land Capacity Analysis Methodology and Results Report prepared by Leland Consulting Group (LCG) as part of a consultant team led by Otak, assessing SeaTac’s zoned land capacity to meet allocated housing growth targets by income band as required by HB 1220 (2021), codified in RCW 36.70A.070(2)(c) and RCW 36.70A.070(2)(d), using Washington Department of Commerce 2023 guidebook ‘Guidance for Updating Your Housing Element.’ Appendix B is the SeaTac Housing Action Plan (HAP) identifying housing needs and strategies at all income levels. Appendix C is the HAP Housing Inventory and Assessment Report (HIAR), including the SeaTac Displacement Risk Assessment, providing housing needs assessment and gap analysis.
