Sea-Tac Noise.Info (STNI) public comment letter to Port Of Seattle AV Environment and Sustainability (Steve Rybolt) on the Sustainable Airport Master Plan (SAMP) Near-Term Projects (NTP) Draft Environmental Impact Statement (DEIS), issued May 2026. Comments address SEPA procedural and analytical deficiencies across three parts: (1) insufficient design detail for 31 NTPs, missing hazardous materials surveys for twelve buildings slated for demolition (160D, 161A, 161E, 161G, 166B, 167A/167B, 170A, 170B, 170C, 170D, 170W, 188WB) including asbestos, lead, and mercury concerns; incomplete Public Records Requests PRR 26-610 and PRR 26-949 for AEDT and TAAM modeling files, IWTP Basis of Design Report, IWS Alternatives Analysis, and Cultural Resources Assessment; and improper baseline treatment folding the Third Runway and over $5 billion in post-2008 capacity-adding projects (North Satellite Modernization, International Arrivals Facility, Baggage Optimization, SEA Gateway, C Concourse expansion, S Concourse Evolution) into existing conditions rather than cumulative impact analysis.
