Requires qualifying port districts (defined as those authorized to undertake Aircraft Noise Abatement Programs, currently only Port Of Seattle operating Seattle-Tacoma International Airport) to include an environmental justice implementation plan in their strategic plan, create and adopt a community engagement plan by January 1, 2026, and obtain adverse cumulative impact assessments from the University of Washington’s Department of Environmental and Occupational Health Sciences (DEOHS/UWDEOHS) for significant port actions involving capital improvement projects of $8 million or more. Addresses overburdened communities, vulnerable populations, Title VI Civil Rights Act, environmental justice, DNL 65 decibel noise thresholds, Port District Equity Fund, and RCW provisions for noise abatement.
