Interlocal Agreement (document 18-090, execution copy) between the City of Des Moines and the Port Of Seattle, authorized under RCW 39.34 (Interlocal Cooperation Act), memorializing a $1.5 million payment by the Port to the City for South 216th Street physical improvements (Segment 3, between 11th Avenue South and 20th Avenue South) fronting the Des Moines Creek West (DMC-W) property — an approximately 20-acre parcel owned by the Port including a WSDOT purchase option parcel. The $1.5 million constitutes an early in-lieu credit toward future transportation impact fees the City might impose on DMC-W development. The agreement covers project phases: execution, completion of the Transportation Gateway Project frontage improvements financed by the City, State Transportation Improvement Board, and Port; and solicitation of a developer with a DMC-W Master Plan per DMMC 18.105.050. Also requires the Port to complete a Des Moines Creek Trail connection through the DMC-W property. Port Commission authorized execution on July 24, 2018; City Manager authorized under RCW 36.70B.200.
