Letter dated January 25, 2001 from Peter M. Douglass, P.E. (Technical Review Board Facilitator) to U.S. Army Corps of Engineers (Jonathan Freedman, Project Manager) and Washington State Department of Ecology (Ann Kenny, Environmental Specialist) summarizing findings of an independent expert panel convened by Port Of Seattle to review embankment fill and mechanically stabilized earth (MSE) walls for the third runway at Seattle-Tacoma International Airport. The Review Board — comprising Dr. J.K. Mitchell (Virginia Polytechnic Institute, soil stabilization, seismic risk), Dr. I.M. Idriss (University of California Davis, geotechnical earthquake engineering), and Dr. B.R. Christopher (MSE walls, FHWA reinforced soil) — concluded design approaches, investigations, and technical analyses were appropriate and compliant with current engineering practice. Additional subsurface explorations were recommended and completed, confirming original design assumptions. Board met November 16–18, 2000.
