Notes
Transmittal form dated March 19, 2001 from Parametrix, Inc. (James C. Kelley) to Gail Terzi and Muffy Walker, US Army Corps of Engineers Regulatory Branch, for Port Of Seattle project number 556-2912-01(03A), POS-Master Plan Update. Transmits responses to comments by Amanda Azous and Dyanne Sheldon, map and aerial photographs of a stream relocation project on North Creek in Bothell, and examples of geotextile fabric proposed for the Miller Creek Relocation. Accompanied by a February 15, 2001 letter from Sheldon & Associates, Inc. (Dyanne Sheldon) on behalf of the Airport Communities Coalition (ACC) to USACE and Washington State Department of Ecology (Ann Kenny), Re: Port of Seattle Ref. No. 1996-4-02325, reviewing environmental documents for the Third Runway project at Seattle-Tacoma International Airport. Documents reviewed include Wetland Delineation Report, Natural Resource Mitigation Plan (NRMP), Comprehensive Stormwater Management Plan (SMP), and Revised Public Notice COE PN #1996-4-02325. Key issues raised include unsubstantiated conclusions on shallow groundwater movement through engineered walls, long-term success of compensation proposals, under-estimated temporary wetland impacts, lack of baseline data, and absence of independent construction oversight. Section 401 and Section 404 of the Clean Water Act cited. Bill Rozeboom of Northwest Hydraulics also consulted.
