Declaration by fisheries biologist John A. Strand, Ph.D., submitted in support of Citizens Against SeaTac Expansion’s (CASE) appeal and motion for stay before the Pollution Control Hearings Board. Strand argues that the major modifications to the Port of Seattle’s NPDES permit will harm Walker and Gilliam Creeks, which support diverse aquatic life including coho and chum salmon, by introducing construction stormwater discharges into previously unpermitted receiving waters. He contends that Ecology failed to identify specific outfall locations, denying the public meaningful opportunity to comment.
