I have personal knowledge of the facts stated in this testimony and would be competent to testify to those facts. 2. Summary and Overview of Testimony. The Port's sampling ofstormwater discharges comply with the Port's NPDES permit. The Port's NPDES Permit is a BMP-based permit; consequently, the purpose of the stormwater monitoring undertaken by the Port is to determine the effectiveness of the BMPs, not necessarily to determine compliance with numeric water quality standards. Ecology has consistently stated that implementation and monitoring of BMPs is what is necessary to comply with the permit. 3.
