ACC (Airport Communities Coalition) motion filed with the Pollution Control Hearings Board (PCHB No. 01-160) seeking to supplement the evidentiary record on its motion for stay of the Section 401 Certification issued by Ecology on September 21, 2001, for the Third Runway Project at Sea-Tac Airport. Documents obtained via public records request to Ecology on November 5, 2001 include: letter from Port Of Seattle water resources manager Keith Smith to Ecology 401 permit coordinator Ann Kenny (10/24/01) requesting extension of low flow analysis deadline; email from King County hydrologist Kelly Whiting to Ann Kenny (10/25/01) admitting serious errors in the Port’s low flow modeling and mitigation plan; draft meeting notes (10/30/01) by facilitator Kate Snider; and a written review by Port consultant Dr. Norman Crawford. Whiting’s email states the Port’s consultants ‘were unwilling to do it right’ and that ‘important legal questions need to be answered on reopening impact/mitigation issues after permit issuance.’ WAC 371-08-450 cited as authority for supplementation.
