Ninth Circuit Court of Appeals unpublished memorandum disposition (165 F.3d 35, 1998 WL 833628) affirming the FAA Administrator’s final approval of the Sea-Tac Airport Master Plan expansion project by Port Of Seattle. Petitioners — City of Normandy Park, City of Des Moines, City of Burien, City of Federal Way, City of Tukwila, Highline School District No. 401, and the Airport Communities Coalition — argued the FAA improperly relied on a ‘no growth’ demand model and limited 2010 prediction forecast under AAIA 49 U.S.C. § 47106(c)(1)(C); violated consistency requirements under AAIA § 47106(a)(1) with Puget Sound Regional Council planning; and violated the Clean Air Act 42 U.S.C. § 7506(c) conformity requirements. Court held FAA’s decision was supported by substantial evidence, citing Seattle Comm. Council Federation v. FAA, 961 F.2d 829 (9th Cir. 1991) and City of Los Angeles v.
