Notes
Aviation attorney Steven M. Taber of Leech Tishman Nelson Hardiman reviews the FAA’s Aircraft Noise Advisory Committee (ANAC) Charter, Membership Balance Plan, and Federal Register notice, identifying governance and implementation issues. The review finds that the proposed membership structure does not guarantee meaningful community influence, that balanced membership is not the same as balanced voting influence, and that subcommittee transparency is inadequate. Taber recommends practical safeguards including fixed seat allocations, community representation on subcommittees, minority report provisions, and routine publication of committee materials.
