Triangle Associates Community Assessment (Executive Summary) 04/09/1982
Since our recent letter to you regarding presentation of our community assessment, plans have changed somewhat, and we will not be making the presentation pn April 13 as previously planned. Given the length of the report and the complexity of its findings and recommendations, we feel that the small amount of time available for presentation would not allow for adequate understanding or discussion of the contents. Also, unanticipated delays in printing the full report mean,that copies will not be available by April 13, making the presentation further inappropriate. We do expect the report to be ready for mailing within a week, however, so you should expect to receive it soon. A copy of the executive summary of the report is enclosed to give you a preview of the full document. Thank you once again for sharing your time and thoughts with us. THE PROJECT. In March of 1973, the Port of Seattle Com- mission and the King County Council initiated a jointly sponsored study to develop a plan for the coordinated im- provement of Sea-Tac Internat ional Airport and surrounding communities . Based upon a detailed work program, and funded in part by a grant from the Federal Aviation Adminis- tration (FAA), the project was undertaken for the express purpose of determining how the Airport and its neighbors could best achieve maximum compatibility . The Sea-Tac Communities Plan, summarized by the text and exhibits that follow , represents the key end product of this important effort. THE AIRPORT. According to the latest published figures on passenger enplanements , Sea-Tac International Airport ranks as the 19th busiest air carrier airport in the United States. In 1974, a total of 5,772,216 passengers and 106,466 airline aircraft operations were handled by this public facility lo- cated in the southwestern part of King County some 15 miles south of Seattle . Starting from an in itial 906-acre site acquired by the Port of Seattle in 1942, the Sea-Tac Airport has been expanded and improved through the years to keep pace with the Pacific Northwest 's dynamic and specialized air travel market. Within its present boundary of 2,200 acres , the Airport now accom- modates a parallel runway airfield system ; a terminal com- plex designed to process up to 20 million passengers per year ; a computer-operated subway circulation network; and air cargo , aircraft maintenance,… -

D. Awareness of Airport Noise Remedy Update Program 45 APPENDIX I. I. • INTRODUCTION A. Purpose of Study The Port of Seattle is currently in the process of updating the 1976 Noise Remedy Plan for the Airport Community. Final recommendations concerning appropriate noise remedies that can be applied within the community will take into consideration at least three parameters: o cost feasibility and effectiveness of program options o implementation feasibility o the community's views and concerns The third parameter -- the community's perspective-- has been actively explored through the Community Involvement Program component of the Update process, including a series of Port- sponsored neighborhood workshops, regular meetings of a Technical Advisory Working Committee, and a series of surveys in the community. This report covers the findings of the community surveys, which will be used as a guideline to determine: o suitability and acceptability of various noise remedy programs in the community (in particular: purchase guarantee, cost sharing of noise insulation, direct purchase of homeowners' avigation easements) o likely participrtion rates for each program option, in order to project the financial feasibility of various combinations of programs. o probable rate of participation in a purchase guarantee program in terms of time to help establish an overall program schedule o level of the Port's financial participation in program options.
