At the January 14 Policy Advisory Committee meeting a presentation was made , 11Kicking Off I' Phase II of the Sea–Tac Coamunities Plan Noise Remedy Program Update e Phase 1, the Noise Forecast Update , is undergoing some final modifications and no "contourslt are yet available e However to get started on Phase II , the application of our forecast and projected noise environment on current land uses, PAC must assist in developing a citizen involvement effort e The first meeting of the Task Force from PAC and elsewhere in the impacted comInunity is scheduled for Thursday , February 18, at 7 : 30 p ,m, in the Sea-'Tac Administration Office Conference Room, it is hoped that members from PAC, especially the citizen representatives , and those members from local municipalities will also make a special effort to attend , Letters of invitation are being sent to other local organizations as well to assure all persons with ideas about citizen participation in the upcoming planning program can be recognized e The proposed agenda for the meeting will be : Introduction Briefing on Phase II Update Current Status of the Noise Forecast Update Current Environment––Regulations , Funding and Traffic Presentation of Potential Citizen Involvement Program Discussion of the Draft We hope to have a recommendation to the Port Commission by March of 1985 so the initial phases of this investigation will play an important part in deciding which direction we need to goe Please help us apply this information about the… -

Port of Seattle – Noise Remedies (PARKS/850/14/10)
In keeping with the goal of achieving a compatible relationship between the airport and the surroundIng comunity, the noise exposur:e study has conducted a thorough measurement and analysis of Sea-Tac 's probleras . Details of this study are described under ENVIRONMENT. Objectives have been to (1) minimize noise at the source directly through local programs where possible, (2) to accurately identify and use source reduction pro- grams that are occurring nationwide, and (3) to apply a complete set of community-based remedies directly in the neighborhoods affected signif i-. cantly by noise exposure, Such programs are designed to deal with the residual problem not resolvable at the source, e As indicated in the noise exposure studies, time is an important factor. Noise exposure is presently at a peak level and will be decreasing through source changes (engine retro-fitting, increasing use of new air- craft , modified operating procedures, etc, ) . Thus , programs must be applied that deal with anticipated long-term duration of exposure. In addition, as the exposure studies indicate, reaction to noise is a highly subjective matter . Annoyance is a complex nix of factors attributable both to the noise Itself as a prhnary component and to ttsecondary com.- ponents'1 that are also present. Potential Aircraft Noise Impact Programs for the Vicinity of Sea-Tac International Airports
Sixteen different programs have been identified that could improve the aircraft noise environment in the vicinity of Sea-Tac International Airport. These programs range from outright public acquisition and removal of all structures in certain areas to modification of zoning and other develop- ment control regulations as enforced by either King County or municipalities located near the Airport. All of the various improvement programs are generally described in the following section, together with a "pro and con" discussion in each instance. HB1328 Port Districts Aircraft Noise Control
AN ACT Relating to port districts; authorizing port districts operating an airport to undertake programs to control and abate aircraft noise; and adding a new chapter to Title 53 RCW. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON: NEW SECTION. Section 1. A port district operating an airport serving more than twenty scheduled jet aircraft flights per day may undertake any of the programs or combinations of such programs, as authorized by this chapter, for the purpose of alleviating and abating the impact of jet aircraft noise on areas surrounding such airport. NEW SECTION. 'Sec. 2. Prior to initiating programs as authorized in this chapter the port commission shall undertake the investigation and monitoring of aircraft noise impact to determine the nature and extent of the impact. The port commission shall adopt a program of noise impact abatement based upon the investigations and as amended periodically to conform to needs demonstrated by the monitoring programs: PROVIDED, That in no case may the port district undertake any of the programs of this chapter in an area which is more than three miles beyond the paved and of any runway or more than fifteen hundred feet from the centerline of any runway or from an imaginary runway centerline extending three miles from the paved end of such runway: PROVIDED FURTHER, That the area within 2500 feet of the center of the end point of any runway may be included.
