House Bill No. 521, introduced in the Washington State 43rd Regular Session, proposes the creation of Evergreen County from a portion of King County. The bill provides detailed metes-and-bounds boundary descriptions, provisions for apportioning indebtedness between King County and the new county, tax collection procedures, and governance arrangements including appointment of initial county commissioners by the governor. The county seat was to be determined by voters at the 1974 general election, with Des Moines serving as the temporary seat of government.
