H.R. 5109, introduced in the 116th Congress, amends title 49 of the United States Code to expand the priorities of the FAA Administrator in developing plans and policy for navigable airspace use. The bill establishes aircraft safety as the primary priority, while designating efficient airspace use and minimization of aviation noise and other health and environmental impacts on residents and communities as secondary co-equal priorities. It also requires the FAA to review and update its regulations, policies, and mission statement within 12 months of enactment to reflect these priorities.
