August 1991 newsletter from the Puget Sound Air Transportation Committee (PSATC), Flight Plan Project, sponsored by the Port of Seattle and Puget Sound Council of Governments. Covers public input received at four public meetings (Snohomish County, Pierce County, King County) and written testimony from over 1,200 participants on long-term air capacity alternatives for the Puget Sound region. Documents feasible alternatives including Multiple Airport System options combining Sea-Tac with a supplemental regional airport at sites including Arlington Airport, Paine Field, McChord Air Force Base, Arlington/Stanwood search area, and Fort Lewis/Spanaway search area; a new international airport replacing Sea-Tac; and Sea-Tac with demand management. Infeasible stand-alone alternatives include Sea-Tac Base Cases A and B, Expand Sea-Tac, Distant Remote Airport (Moses Lake), and High Speed Rail. Reports PSATC recognition of need for three all-weather instrument runways; Sea-Tac currently has two runways but only one usable in bad weather. Consultant support from P&D Aviation, Mestre Greve Associates (noise and air quality), and Parametrix Inc. (environmental impact statement). Senator Leo Thorsness replaced Senator Eleanor Lee on the committee. Final preferred course of action selection expected early 1992.
