Minutes of the Des Moines Aviation Advisory Committee (AAC) meeting held December 5, 2017. Topics include: SeaTac Stakeholder Advisory Roundtable (StART) membership — cities of SeaTac, Federal Way, Burien, Normandy Park, Des Moines, Alaska Airlines, Delta Airlines, Air Cargo, FAA Ex-Officio — and appointment of City Manager Michael Matthias, AAC member Sheila Brush, and community resident Ken Rogers as city representatives. Representative Tina Orwall briefed the committee on the University of Washington 18-month Ultra Fine Particle (UFP) air quality study funded in part by a $75K Port of Seattle proviso, involving Department of Ecology, Department of Health, and Senator Karen Keiser. Discussion covered SAMP (Sustainable Airport Master Plan) environmental review strategy, NEPA/SEPA compliance, Environmental Impact Statement (EIS) vs. Environmental Assessment (EA), Port of Seattle Senior Director Elizabeth Leavitt’s refusal to commit to EIS, Part 150 noise vs. air quality, Part 161, the Hush House, jet fuel vs. biofuels, night flights, air cargo diversion to Moses Lake or Boeing Field, and Washington Aviation System Plan (WASP) comments. Community Development Director Susan Cezar presented on SEPA/NEPA processes. Public comment from J.C. Harris, Candace Urquhart, and Doreen Harper addressed Port piecemealing of SEPA/NEPA and a proposed Good Neighbor Agreement.
