PSSB 5955, sponsored by Kauffman, creates a port district equity fund to make grants to port districts to supplement noise mitigation programs, funded by a one-time FY 2025 appropriation and ongoing sales and use tax revenues from capital construction projects within the district (up to $10 million per fiscal year). The bill requires qualifying port districts to match at least half of legislative funding for noise mitigation and allows districts to apply to the fund for assessment, repair, or replacement of sound mitigation equipment that is no longer working or has caused structural damage. The legislation amends RCW 53.54.020, 53.54.030, and 53.54.040 and is motivated in part by environmental justice concerns, noting that the majority of Black, Hispanic, Native Hawaiian, and Pacific Islander residents in King County live within 10 miles of Sea-Tac Airport.
