EXH AR040251: JARPA Application for Proposed Master Plan Update Improvements at Seattle-Tacoma International Airport

Notes

JARPA (Joint Aquatic Resources Permit Application) and Section 404 application submitted by Port Of Seattle to the U.S. Army Corps of Engineers (Jack Kennedy, Seattle District Office) in December 1996, prepared by Parametrix, Inc. Requests authorization to place fill material into waters of the United States at Sea-Tac Airport associated with the Master Plan Update improvements including a Third Parallel Runway (7.38 acres wetland impact), 34R Extension by 600 feet, Runway Safety Areas 16L/R (2.34 acres), and Terminal/Landside improvements (2.51 acres), totaling 12.23 acres of wetland impacts. Discusses PSATC Flight Plan Study, PSRC Resolution A-93-03 and A-96-02, PSRC Resolution EB-94-01 (no feasible supplemental airport sites in four-county region), February 1996 FAA/Port of Seattle joint NEPA/SEPA Final EIS, and poor weather airfield operating constraints at Sea-Tac Airport (800-foot runway spacing, 44% of year conditions reducing arrivals from 60 to 24 per hour).
