Declaration by Amanda Azous, professional wetland scientist (Society of Wetland Scientist No. 001067) and principal of Azous Environmental Sciences, filed in PCHB Case No. 01-133 in support of Airport Communities Coalition (ACC) motion for stay of Section 401 Certification No. 1996-4-02325 and CZMA concurrency statement issued August 10, 2001 to Port Of Seattle for construction of Third Runway at Sea-Tac Airport. Azous details her review of the Port’s Wetlands Delineation, Wetland Functional Assessment, Natural Resources Mitigation Plan (NRMP), JARPA permit application, Low Flow Analysis/Flow Impact Offset Facility Proposal, and Stormwater Management Plan. Argues NRMP is inadequate to compensate for wetland losses and that filling of wetlands in Miller Creek, Walker Creek, and Des Moines Creek watersheds would cause irreparable harm that cannot be reversed.
