Pollution Control Hearings Board (PCHB) Agreement and Order Re Rescission of 401 Certification, PCHB No. 01-150 and No. 01-133, involving Port Of Seattle and Airport Communities Coalition (ACC) as appellants against Washington State Department of Ecology. Ecology Order No. 1996-4-02325 issued August 10, 2001 included a Section 401 Clean Water Act water quality certification and Coastal Zone Management Act Section 307 concurrency statement for construction of an 8,500-foot third parallel runway at Sea-Tac Airport with associated taxiways, navigational aids, runway safety areas, relocation of S. 154th Street, South Aviation Support Area, and on-site borrow sources. Order authorizes Ecology to rescind the 401 Certification and reissue with agreed changes; establishes briefing schedule for motion for stay proceedings including October 1, 8, and 9, 2001 deadlines.
