Vehicle emissions source fingerprints

This document examines air quality concerns related to a proposed third runway at Seattle-Tacoma (Sea-Tac) Airport, highlighting a discrepancy of 6,703 tons per year between two independent emissions estimates — a gap more than three times the 1994 FEIS projections. The author argues that predicted violations of Carbon Monoxide and NO2 standards were left unaddressed in the airport's conformity determination, undermining the goals of the State Implementation Plan. A third-party review of the conflicting studies is called for, along with stronger regulatory accountability for identifying airport air-quality hot spots.

Notes

This document presents data on volatile organic compound (VOC) emissions from motor vehicles, including source fingerprint profiles from dynamometer measurements, roadway sampling, tunnel measurements, and other methods. It discusses the development of emissions source profiles and addresses conformity requirements under the Clean Air Act, including concerns about carbon monoxide and ozone precursor violations at Sea-Tac Airport related to a third runway expansion.
