Email from Ann Kenny of Washington State Department of Ecology to a group of stakeholders regarding the Port of Seattle’s proposal to remove non-hydrologic effects on low stream flow from consideration. Kenny urges the Port to continue researching water quantities contributed to base flows from septic tank systems, noting that septic removal affects both fecal coliform and stream base flow recharge. She references the Port’s December 2000 Low Stream Flow Analysis and suggests methods to more accurately quantify the number of homes on septic systems in the acquisition area.
