Bill Rozeboom of Northwest Hydraulic Consultants provides analysis for attorney Peter Eglick regarding a January 2000 email from Kevin Fitzpatrick about the IWS lagoon expansion at Sea-Tac Airport. Rozeboom argues that the major driver of the proposed threefold increase in IWS storage capacity is the airport’s Master Plan Improvements, including the Third Runway, rather than water quality improvements as Fitzpatrick implied. He also raises concerns about inadequate assessment of out-of-basin water transfers and their impacts on aquifer recharge and stream base flows.
