Kelly Whiting, a Senior Engineer at King County Department of Natural Resources and Parks, provides direct testimony before the Pollution Control Hearings Board regarding the Port of Seattle’s Comprehensive Stormwater Management Plan (SMP) for Sea-Tac International Airport Master Plan improvements. Whiting reviewed both the SMP and the Port’s Low Flow Impact Analysis on behalf of the Department of Ecology, concluding that the SMP meets the technical performance goals of the King County Surface Water Design Manual for flow control and water quality treatment. The testimony describes the HSPF computer modeling used to develop the stormwater management facilities.
