William A. Rozeboom, a professional civil engineer with Northwest Hydraulic Consultants, declares his qualifications and findings regarding stormwater and low flow impacts from the Port of Seattle’s Third Runway Project at Sea-Tac Airport. He details that while the July 2001 Stormwater Management Plan addresses peak flow mitigation, it fails to adequately assess or mitigate reductions in low streamflows in Miller Creek, Walker Creek, and Des Moines Creek during the late summer period. The declaration was submitted in support of the Airport Communities Coalition’s motion for stay before the Pollution Control Hearings Board.
