Declaration by Kevin Fitzpatrick, Section Manager at Washington Department of Ecology’s Water Quality Program, submitted in PCHB No. 01-133 before the Pollution Control Hearings Board. Fitzpatrick addresses the Airport Communities Coalition’s claims that the Port of Seattle’s stormwater discharges from Sea-Tac International Airport violate state water quality standards, explaining that instantaneous exceedences of copper, lead, and zinc criteria do not constitute violations.
