City of Bellevue Grand Connection Tax Increment Area – Resolution

The Port of Seattle Commission is being asked to approve Resolution No. 3848, which would authorize the Port's participation in the City of Bellevue's Grand Connection tax increment area (TIA) — a financing mechanism to fund a pedestrian infrastructure project connecting downtown Bellevue to the Eastrail trail. Participation would redirect an estimated $1.41 to $2.15 million of the Port's property tax revenue to the project over 25 years. Port staff concluded the financial impact is manageable, noting that broader economic growth spurred by the project could offset revenue diverted within the TIA boundaries.
