Committee recommendation from June 5, 1979 meeting approving early acquisition of Mrs. Carrie Cochrane’s property (Parcel A-447) under special hardship criteria. The committee unanimously agreed that her physical and financial condition could be further aggravated if she continues to live in her present location until the scheduled acquisition 2 years later.
