Cities of Des Moines, Burien, Federal Way, Normandy Park, Tukwila, Highline School District No. 401, and Airport Communities Coalition (appellants) v. Puget Sound Regional Council, Port Of Seattle, and Commissioners of the Port Of Seattle (respondents). Consolidated with related cases including City of Des Moines v. Central Puget Sound Growth Management Hearings Board. Appeals court affirms trial court on all three issues: (1) GMA and DCTED regulations do not obligate the Port to comply with local comprehensive plans that violate the GMA; (2) upholding GHCPB invalidation of Des Moines comprehensive plan provisions that preclude siting of an essential public facility under RCW 36.70A.200(2); (3) upholding Port of Seattle and FAA SEPA studies for Sea-Tac Airport expansion, including assumption of no additional passengers/operations and failure to analyze impacts beyond 2010. Relates to Seattle-Tacoma International Airport third runway expansion project.
