Sea-Tac Airport (206) 787-4923 ! cooper.p@portseattle.org Late Night Noise Reduction Programs Take Effect Runway Use Agreement and Late Night Noise Limitation Underway SEATTLE – The Port of Seattle has secured a revised Runway Use Agreement with the Federal Aviation Administration (FAA) and began implementation of a new Late Night Noise Limitation Program for Seattle-Tacoma International Airport. Both are outcomes of collaboration within the Sea-Tac Airport Stakeholder Advisory Round Table (StART), an advisory round table focused on identifying practical solutions to reducing aircraft noise in neighboring communities. The objective of the revised Runway Use Agreement, which went into effect on September 4, is to minimize use of the Third Runway (the western-most runway, 16R/34L-) during the late-night hours of midnight to 5 a.m. This is intended to lessen aircraft noise in the communities adjacent to the Third Runway and under its flight path. The City is in receipt of your letter of September 5, 2019. We appreciate your acknowledgement and apology regarding the issues that prompted our letter informing Mr. Lyttle of Des Moines City Council action to temporarily suspend our participation in the StART Committee. As you will recall the issues are: • The allocation of $10 million to begin design work on Near-Term projects of the Sustainable Airport Master Plan (SAMP) without environmental review. The meeting was held at a remote location (Kirkland). This action violates state SEPA requirements. The item was on consent agenda. There was no prior notice given to any stakeholder. The City of Des Moines is disproportionately impacted by the year-over-year, double-digit growth of activity at the Airport. It is precisely this dynamic that was the catalyst for the StART committee whose charter was to support meaningful and collaborative public dialogue and engagement on Airport related operations, planning, and development. Additionally, the charter states that StAR-[’s effectiveness will be driven by a wilIIngness by all parties to fully and candidly discuss matters of mutual concern . 1. To that end, your letter makes a number of statements about actions accomplished by the StART. I would ask you to clarify the following of your statements: Regarding the Late Night Noise Limitation program: We are aware the Airport gave out awards to airlines with “quieter” flights but, of course, our community is concerned with the “noisier” flights. My own conclusion is that this is/should be on table. I know the PoS is telling someone/somebody “no” and “never happen” or “too late,” but why are we relying on these statements? INM has been replaced by the Aviation Environmental Design Tool (AEDT) as of May 29, 2015. The INM was the Federal Aviation Administration's (FAA’s) standard computer model for assessing aircraft noise impacts in the vicinity of airports and over National Parks. It was the required noise assessment tool for airport noise compatibility planning under FAR Part 150 and for environmental assessments and impact statements under FAA Orders 1050 and 5050 in compliance with the National Environmental Policy Act. While no longer under active development and no longer usable for regulatory purposes in the U.S., the INM is still used for regulatory purposes in various other countries More than 1,000 users in over 65 countries used the INM to assess noise impacts caused by changes in airspace structures, proposed runways or runway configurations, revised aircraft routings and flight profiles, modified air traffic control operational procedures, and revised traffic demand levels or fleet mix.
