The 2019 Aviation Special Committee Charter establishes a two-commissioner committee created by the Port of Seattle Commission to oversee and provide recommendations on Seattle-Tacoma International Airport's long-term development, including major infrastructure projects, the Sustainable Airport Master Plan (SAMP), and ground transportation goals. The committee is authorized to gather information, engage in outreach, and advise the full commission, but cannot act on the commission's behalf. It meets at least quarterly and remains active for the duration of the Sustainable Airport Master Plan process.

In April 2019, the Port of Seattle Commission adopted a new charter for its Aviation Special Committee, replacing an earlier 2018 version. The committee, co-chaired by Commissioners Peter Steinbrueck and Courtney Gregoire, was tasked with developing recommendations on meeting the region's air transportation needs at Seattle-Tacoma International Airport over the next 25 years, including reviewing the airport's capital infrastructure program and the Sustainable Airport Master Plan. The updated charter shifted the committee's focus away from oversight of the International Arrivals Facility and toward broader long-term aviation planning, ground transportation, and environmental impact considerations.
