    This data package presents information compiled by Hart Crowser foUowing the collection and chemical analysis of soil samples at the Black River Quarw for the Third Runway Project. The Black River Quarry is operated by City Transfer incorporated (CTI) and is a source of soil borrow fill material for the Third Runway embankment that is currently being constructed at the Sea-Tat International Airport. Soils at the Black River Quarry consist of native sand and gravel derived from glacial and related alluvial deposits. Work for the project was completed pursuant to our contract with HNTB dated May 1, 1998, as amended, and the sampling and analysis strategy described in the Hart Crowser proposal dated October 5, 2001. Hart Crowser collected the samples on October :3, 2001, at the stockpile locations identified on Figure 1. All site sampling work was conducted following approval and site access authorization from CTI and the Black River Quarry personnel. The objective of the pit sampling and analysis was to perform a baseline chemical characterization of in situ soils from active portions of the Black River Quarry. The soils were analyzed for total metals (priority pollutant metals plus barium) and total petroleum hydrocarbons. Additionally, Synthetic Precipitation Leaching Procedure (SPLP) analyses were conducted for any metal with a total metals concentration that exceeded fill screening criteria listed in the Port of Seattle's (Port's) Section 401 Water Quality Certification (Order #1996-4-0325, Amended -1) dated September 21, 2001. That is the site I flagged as over Method B copper for the protection of ground water. The new results, some 10 samples again show high copper values, -70 to 100 rng/kg. She questioned the use of Method B protectionof ground water. I repeated that was what we agreed on. She suggested we do not use the 100X ground water standard. I disagreed and reaffirm the std.     commented to SeaTac about one of the fill reports, the Black?? site, virgin site. The soil sample came back with much higher than method B 100X ground water std. This site they want to keep because of the volume (200,000 to 300,000 cubic yards) and is workable during winter months. Beth Clark just called and set up a conference call with Paul Agid at 2:30 today to discuss possible solutions.
