(a) Section 103 of the Clean Air Act (42 U.S.C. 1857, et seq.) is amended by adding at the end thereof the following new subsection: "(f) (1) In cari*ying out research pursuant to this Act, the Admin- istrator shall give special emphasis to research on the short- and long- term effects of air pollutants on public health and welfare. In the furtherance of such research, he shall conduct an accelerated research program— "(A) to improve knowledge of the contribution of air pol- lutants to the occurrence of adverse effects on health, including, but not limited to, behavioral, physiological, toxicological, and bio- chemical effects; and " (B) to improve knowledge.of the short-and long-term effects of air pollutants on welfare. "(2) In carrying out the provisions of this subsection the Admin- istrator may— " (A) conduct epidemiological studies of the effects of air pol- lutants on mortality and morbidity; " (B) conduct clinical and laboratory studies on the immuno- logic, biochemical, physiological, and the toxicological effects including…

§7573. State standards and controls
No State or political subdivision thereof may adopt or attempt to enforce any standard respecting emissions of any air pollutant from any aircraft or engine thereof unless such standard is identical to a standard applicable to such aircraft under this part.
