Background Information

Past City of Burien planning efforts in 1997, 2010, and 2024 demonstrated an interest in expanding industrial land uses in this area. The Northeast Redevelopment Area (NERA) planning study began in 1997, with a Redevelopment Plan and Implementation Strategy adopted in 2010. Because of these efforts, the area is currently referred to as “North of NERA”. However, one goal of this project is to rename the project area in partnership with the community based on the preferred alternative.

The project area is between South 128th Street and South 138th Street, west of Des Moines Memorial Drive.

Why Now?

Burien’s Comprehensive Plan (Burien 2044) plans for both housing and jobs. To meet job targets set by King County and to implement the Comprehensive Plan, Burien needs new zoning to accommodate diverse job opportunities.

Why Here?

The land use designation and existing zoning are not currently aligned, and new zoning is needed. The proximity of the airport and industrial zoning in the area makes it less suitable for new large-scale housing development, therefore the City is developing new zoning alternatives to expand employment opportunities that are well-suited and compatible within the existing neighborhood.

Why Is This Happening?

Past City planning efforts (1997, 2010, and 2024) demonstrated the need for diverse employment opportunities and the land to support it. Burien 2044 Comprehensive Plan is planning for 4,770 net new jobs over the next 20 years.

What’s the Goal?

The goal of this engagement process is to develop a community-informed zoning proposal for the project area for City Council to consider and adopt by the third quarter of 2026. Prior engagement efforts noted a strong desire to ensure that new zoning and regulations include environmental protections and appropriately consider existing neighborhoods.
