Amanda Azous submits a declaration supporting the Airport Communities Coalition’s motion for a stay of the Washington Department of Ecology’s Section 401 Certification issued to the Port of Seattle. The declaration argues that the Port’s proposal to fill approximately 2.8 acres of wetlands in the near term, and permanently impact 20.42 acres total, will cause serious harm to the Miller, Walker, and Des Moines Creek watersheds. Azous contends that the Port’s mitigation plan is scientifically inadequate and fails to replace lost wetland functions.
