William A. Rozeboom, a professional civil engineer with Northwest Hydraulic Consultants, submits his third declaration to the Pollution Control Hearings Board in support of the Airport Communities Coalition’s motion for stay regarding Section 401 Certification No. 1996-4-02325. The declaration introduces his November 26, 2001 comment letter to the U.S. Army Corps of Engineers identifying significant technical deficiencies in the Port of Seattle’s low flow analyses, concluding that low flow impacts will be underestimated and storage vaults will be undersized.
