    Collaborate with AWC, WASPC and other groups in efforts to secure more public safety (in particular behavioral health) funding for local governments, including: • Amending existing local option Public Safety Sales Tax to allow councilmanic implementation and greater flexibility for using the funds. • Supporting Governor Ferguson’s initiative to get more funding to public safety – and ensure that those funds are shared with local governments. Funding Requests Enhancing Local Government Financial Resources. Support lifting the 1% property tax cap and allowing further local government financing tools to address the crisis many local governments have with general government funding. Redondo Fishing Pier. The Redondo Fishing Pier is a regional attraction that was very popular when it was open. It needs to be replaced this biennium and can be if funding is available. Capital Budget request: $2 million. Airport Issues Support locating a permanent air quality monitor in Des Moines, including needed budget allocation. Support State funding for a City-led, independent airport community impacts study to evaluate the ongoing impacts of the SAMP. Support further enhancements to SB5955 and RCW53 to provide more opportunities for sound insulation repair and replacement, and to also allow unconstrained funding for mitigation of the public health impacts of airport operations. Support the joint StART Airport Community Legislative Agenda. Historic Preservation Support historic preservation funding opportunities in Des Moines.     Aviation Noise and Emissions Mitigation Act – Fact Sheet Rep. Adam Smith (WA-09) Background: Studies have demonstrated that communities near airports are exposed to higher proportions of ultra and ultra-ultrafine particles from aviation emissions.iii This kind of exposure suggests that these communities may face increased risks of breast cancer, heart disease, asthma, and a variety of other lung and cardiovascular conditions.iii In addition to poor air quality, airport adjacent communities are increasingly subject to high levels of aircraft noise due to the uptick in air travel over the last several decades. A number of studies have found correlations between exposure to high levels of airport noise and poor health outcomes and negative impacts on children’s learning.iv In order to better support airport adjacent communities impacted by higher level of noise and emissions, the federal government must invest new resources into research and data on community- level impacts and grants to mitigate these impacts. Aviation Noise and Emissions Mitigation Act seeks to help communities near airports and airflight pathways monitor and mitigate aviation noise and emissions. This legislation would create two new pilot grant programs at the Environmental Protection Agency (EPA) for hyperlocal studies of air quality and noise and for mitigation projects in these communities: (1) Noise and Air Quality Monitoring and Research Grant Program – a three-year grant at the EPA for higher education institutions, health entities, or local governments to measure noise and emissions levels, and its impacts, on local communities.     1. Bring Federal Funding to the City of Burien for Capital Projects • Potentially support a Sound Health Congressional Funding Request for a Co-Response Model / continuing funding support for the Burien model. • Continue to work with department directors to align city priorities with federal funding opportunities containing in the infrastructure and climate bills. • Explore the RAISE grant (up to $5 million for planning and up to $25 million for construction) for Burien’s local infrastructure needs. • Prepare for the next Transportation Authorization Bill – specific projects requests and policy changes. • Highlight the work in Boulevard Park during the next Water Resources Development Act (WRDA). • Review Grant Opportunities and support City applications. 2. Delegation Relationships Build on the relationships already in place between the City of Burien and its Congressional Delegation, including meetings in Washington, D.C. between the city and its delegation as well as other federal agencies and offices.
