The purpose of this letter is to reaffirm the conclusions in the December 20, 1996 letter from Washington Ecology DirectorMary Riveland to Mr. Dennis Ossenkop. In that letter, the State of Washington provided reasonable assurance that the pmpog_ airport development project involving the Sea-Tac Airportthird runway will be located, designed, consmtcted and operated so as to comply with applicable airand water quality standards. Since the Slate providexi that assurance,the Portof Seattle and the Federal Aviation Administration have preparedand distributeda supplemental environmental impact statemeaL With this len_, theSlate of Washington is again certifying thatwe will take the necessary actions to assure that the project is builtand operated in compliance with applicable air and water quality standards. The Washington Deparunent of EcololD' has reviewed the information contained in the Final Sul)plementalEnvironmental |t_pac'tStatement for the PnT_ Master Plan Undate at Seanle Tacoma InternationalA'n_,onand otherrelevant documents. As a result of that review, the State of Washington reatYn'msits earlier findings and hereby provides thatthere is reasonable assurancethat the airportdevelopment project involving the Sea-Tac third runway will be located, designed, conslzucted and operatedso as to comply with applicable air and water quality standards,if the Port of Seattle implements the following measures: 1. The Port of Seattle will obtain and comply with all applicable air and water quality regulations, permitsandapprovals including the air conformity det_,..ination required under the FederalClean Air Act. 2.
