_,: 1999 Airfield Project Soil Fill Acceptance Criteria The Portof Seattlewillhave a continuingneedto acquirefillmaterialfor use in STIA airfieldprojects.In 1999, the Port willacquiregeotechnicallyand environmentallysuitablematerialsby either contract(purchase)or by other arrangementforacceptanceof surplusmaterial. Materialdeliveredto the airport willbe derivedfromthe followingsources: • Commercialborrowpitsthat are "statecertified"** • Contractor/supplier-certifiedconstructionsites • Port-ownedproperty ** TheWashingtonStateDepartmentof Transportation(WDOT) tests material fromborrowpitsfor variousgeotechnicalqualities,eitherfor itsown purposesor uponrequest. Borrowpitsthatare foundto havegeotechnicallysuitablematerial bythe WDOT testingare saidto be *statecertified"andare identifiedbyWDOT pitnumbers. TheWDOT testingdoes not includetestingfor contaminants. TheWashingtonDepartmentof Ecologyhas requested,inconjunctionwiththe 401 Water Qualitycertificationprocess,a descriptionof the criteriaand review processforacceptanceof fillmaterial. The fillacceptancecriteriaand review processto be usedin 1999 are describedbelow. Cdteda Generally,geotechnicalsuitabilitydependsonthe specificprojectand fill placementlocation,andwillbe establishedona use-specificbasis. Generally, environmentallysuitablematerialsare those that meetMTCA MethodA contaminantlevels, However,in the eventthe Portdeterminesthat specific materialthat doesnotsatisfyMTCA MethodA contaminantlevelsis nonetheless appropriatefor placementin a specificprojectlocation,where such placementis environmentallyresponsibleandmeets applicableregulatorystandards,itwill consultwithEcologyfor approvalpriorto placement. Process 1. Contractors/supplierswillcertifythat materialsto be importedto the project fromsourcesotherthanstate-certifiedcommercialsources,includingPort- ownedsources,meet project-specificgeotechnicalsuitabilitycriteriaand MTCAMethodA contaminantlevels. Materialobtainedfrom state-certified commercialborrowpitsshallgenerallybe acceptedfor airportairfieldprojects withoutsource-specificenvironmentalcertification.Thereare, however, somecommercialsourceswhereelevatedlevelsof arsenicare knownto occur. Purchased fill material willbe broughtto the airportfor usein airfieldprojects undercontractsthat includeexplicitspecificationsconcerningthe qualityand typeof the filland the certificationandmonitoringof that quality; measurementandpaymentspecificationsthat requiresatisfactionof the technicalspecificationspriorto payment;and liabilityallocationtermsthat placenonperformingpartiesat verysignificantcommercialrisk. Surplus fill material willbe certifiedby the provider,priorto Port acceptance, as meetingspecificgeotechnicalandenvironmentalsuitabilitycriteria. 3. The contractor/suppliercertificationprocessshallreflectsource,location,and shallbe implementedas follows: 3.1 Contractors/supplierswill: (a) certifythat materialsto be importedto the projectwillbe derivedfrom a state-certifiedcommercialsource,or oneof the twosourcecategories definedbelow(whichmay includePort-ownedsources),and (b) completethe appropriatetasksandprovidematerialquality certificationsas requiredbasedonthe materialsource,as described below.
