Likely review is delayed by the partial federal government shutdown. The next step will be a response from the FAA. • Late Night Noise Limitation Program: Port staff and the noise consultant are just completing the analysis with a recommendation for noise thresholds.…

Facilitator welcome, introduction, and meeting agenda, Brian Scott, BDS Planning & Urban Design II. Late-Night Noise Limitation Program/Noise Comment Reporting, Tom Fagerstrom, Port of Seattle A. Late-Night Noise Limitation Program o Exceedance definition: POS monitors both take-off and landing noise levels at four places near the runways during 12 am – 5 am (late-night hours) to measure single event noise. FedEx Express, China Airlines Cargo, and Asiana Cargo had the most late-night noise exceedances during Q2 2021. o POS contacts airlines every quarter to update them on their numbers. o A meeting will soon be scheduled with FedEx Express to discuss the program, to review their data, and to address what can be done to lessen their late-night noise exceedances. o POS will also be in communication with China Airlines Cargo and Amazon Prime Air to set-up meetings. o EVA Air, the airline with the most noise exceedances when the Program began, had 0 noise exceedances out of 86 operations during Q2 2021, showing the success of the Program. § A member of the working group suggested that a…

Near-Term Aviation Noise Action Agenda Update, Tom Fagerstrom, Port of Seattle A. Late-Night Third Runway Use Update o The informal Runway Use Agreement between the Port of Seattle and the FAA specifies voluntary reduced usage of the third runway (16R/34L) from 12:00am to 5:00am o Thru May 31, 2021, there were a total of 55 landings (average of 1 late-night landing for every 3 late nights) in 2021 and 118 late nights with 0 landings on the third runway in 2021 o Total late-night noise at third runway noise monitors has decreased significantly since the implementation of the Runway Use Agreement in September 2019 B. Noise Comment Monthly Report o There were 19,873 noise complaints in May: down from March and April o Airport operating in north-flow more often as the weather improves, resulting in fewer complaints from Vashon Island and Seattle o The full report can be found on the Noise Programs website. Meeting Summary: I. Facilitator welcome, introduction, and meeting agenda, Brian Scott from BDS Planning & Urban Design II. 34R Glideslope Adjustment Progress to Date, Colin Rice, Port of Seattle A. The Port is working with the FAA to determine if the glideslope could get raised to 3.1 degrees, above the industry standard of 3.0. Raising the glideslope from its current angle of 2.75 is a complex issue, however, for the following reasons: o The FAA owns the glideslope antennas – not the Port – making coordination & logistics complex. o Flight testing needs to be done as well and the Port must work with the FAA to move the glideslope antennas because the Port is overseeing planning, design and actual construction. o Others like PAPI (Precision Approach Path Indicator), a visual guide for pilots, must be moved as well. B. The SAMP timeline has been pushed back. o The federal environmental review (NEPA) will be completed early 2022. o The state environmental review (SEPA) will be completed by fall of 2022. III. New facilitator introduction, Brian Douglas Scott from BDS Planning & Urban Design II. StART’s New Operating Procedures, Marco Milanese, Port of Seattle Marco outlined the major changes in the new operating procedures. They are as follows: A. Steering Committee o Steering Committee is established to provide support, guidance, and strategic direction for StART o Membership of the Steering Committee will include the Chair, primary non-elected city representatives, and airline representatives. B. StART shall have a formal relationship & reporting structure with Highline Forum C. It is the responsibility of each city or entity to ensure adherence to the operating procedure from their appointed members and alternates. D. Late Night Noise Limitation Program o Q3 is historically the busiest quarter for air traffic at SEA. o FedEx had the most late night noise exceedances during Q3 2021. § China Airlines Cargo, with the second most exceedances, is the single loudest operator during the late night hours. § Asiana Cargo, the third on the list and with the cherry season winding down, should continue to drop farther down the list. § Delta Air Lines started operating a larger aircraft on their late night flight to Atlanta, which increased their late night noise exceedances. Some of their red-eye flights left their gates later than normally scheduled. Delta is also in the process of phasing out older 767 aircraft. o POS contacts all the carriers, shares the data and encourages them to make changes. § POS is in the process of getting a meeting together with Amazon regarding the ATI cargo flights. o EVA Air continued to have…

Meeting Summary: The main focus of the meeting was to review data and to discuss options for a voluntary night-time curfew and elements of a potential revised Runway Use Agreement. In order to provide informed direction, the Working Group also reviewed an analysis of night-time operations. Noise abatement departure procedures were introduced as an additional option for reduction of the impacts of noise. The discussion began with reviewing comments from the October 24 StART meeting.
