Develop questions for the FAA based on the shared federal policy agenda. Meeting Summary: I. Facilitator welcome, introduction and meeting agenda, Brian Scott from BDS Planning & Urban Design II. Orientation + Federal Policy Update, Eric Schinfeld, Port of Seattle 1. Orientation o Eric welcomed Jeff Harbaugh and Diana Smith, new community representatives from Burien, and Marielle Trumbauer, Outreach & Policy Coordinator from US Representative Pramila Jayapal’s office to the StART Federal Policy Working Group. o Eric gave a short recap of the working group’s function, its opportunities and limitations toward shared priorities and policy changes, and pointed out the StART agenda tracker to the new members, previously shared by BDS. 2. Federal Policy Update o There is a tentative agreement on the Biden administrations $1.2 trillion infrastructure deal. • A procedural motion with 67 votes supported the infrastructure deal. • Senate will vote on the infrastructure deal next week. • The passage of the infrastructure deal could also facilitate discussions about a special session on transportation investments in the WA legislation this year. o Work and negotiations also continue on Biden’s $3.5 trillion ‘human infrastructure’ package. • Actions on sustainable fuels will hopefully be in the…

Discuss updates related to the StART federal policy agenda. Meeting Summary: I. Facilitator welcome, introduction and meeting agenda, Brian Scott from BDS Planning & Urban Design II. New Federal Policy Agenda Items, Eric Schinfeld, Port of Seattle 1. EPA Grant Program, Amanda Wyman-Bradley, Office of Congressman Adam Smith o Congressman Smith is working on a new evidence-based policy to develop a pilot grant program through the Environmental Protection Agency to research and collect data on aircraft and airport noise and emissions and to use such information and data to develop a mitigation strategy, and for other purposes. It aims to create a two-part grant program: i. Communities to work with universities to study emissions & noise cumulatively to study what parts of an airport community are most impacted. Airport communities could apply with their local organizations to break down where are the neighborhoods adjacent to airport that are most impacted and to show what are they impacted by. ii. Community organizations to partner with local government to create a community action plan to drive resources and explore impacts such as public health. o The bill wants to get outside of the FAA Airport Improvement Program (AIP) framework to create an entirely separate program for communities to solve…

Discuss updates related to the StART federal policy agenda. Meeting Summary: I. Facilitator welcome, introduction and meeting agenda, Brian Scott from BDS Planning & Urban Design II. Potential Aircraft Noise and Emissions Policy Opportunities for 2021, Annie Russo, Senior Vice President of Government and Political Affairs, Airports Council International – North America Infrastructure Plan - The Biden Administration’s major infrastructure plan presents new opportunities. While the bulk of the plan is geared toward highways and surface transportation - and not airports - some of the funds would go to airport improvement programs. These programs include noise abatement and insulation, air traffic control towers, and sustainable terminal projects. There are two avenues forward: 1. Bipartisan bill o President Biden favors a bipartisan bill, which would open the door for policy changes in terms of eligibility for projects. o A bipartisan bill would require 60 votes for Senate approval. 2. Budget reconciliation o Because this is a fiscal-only process it is really difficult to make policy changes through this path. o Budget reconciliation would only require 50 votes for Senate approval. To discuss how to best utilize the fly-in meetings going forward and what areas the Federal Policy Working Group will track and focus on the next few months. Meeting Summary: I. New facilitator introduction, Brian Scott from BDS Planning & Urban Design II. Biden Administration and Opportunities, Eric Schinfeld, Port of Seattle The Biden Administration presents new opportunities for progress StART’s federal policy agenda. Eric noted that Federal Policy Working Group priorities can be accomplished through three mechanisms: 1. Executive action by the President and relevant federal agencies 2. Legislation (60 votes needed in the Senate to overcome filibuster), including the annual appropriations bills 3. Budget reconciliation between the House and Senate for fiscal and tax matters (only 50 votes are needed, but can only be used once or twice each year). The two available vehicles in 2021 are: o COVID relief package o Build Back Better package (rebuilding the economy via infrastructure/climate actions) Eric also noted that the Biden administration, the Federal Aviation Administration (FAA), Congress, and the U.S. Department of Transportation all support sustainability and the environment, which aligns well with the Working Group’s framework, which puts StART priorities in a strong position. Develop questions for US Representative Smith’s presentation at the next StART meeting. Meeting Summary: I. Facilitator welcome, introduction and meeting agenda, Brian Scott from BDS Planning & Urban Design II. Federal Policy Update, Eric Schinfeld, Port of Seattle 1. Infrastructure Bill o The $1.2 trillion bill passed by the Senate a couple of weeks ago is currently awaiting passage by the House. Many progressive Democrats will not vote on the infrastructure bill until the Build Back Better Act, the social legislation that needs only 50 votes, passes. 2. Build Back Better Act o This bill would provide funding for programs such as education, childcare, health care, immigration, and the environment. o There has not yet been agreement on the cost and scope of the legislation by the Senate and the House and thereby there is no real clarity as to what will happen with either bill. o Some conservative Democratic legislators are not ready to pass the bill in its current form, and there is about a 25%-30% chance of the bill not passing. o StART members previously identified the environmental/climate portion of the bill as a priority to support, which address sustainability, air quality, and noise mitigation. o Earlier in the year, a joint letter…

    StART enhances cooperation between the Port of Seattle and the neighboring communities of Sea-Tac Airport December 19, 2018 Recap The Sea-Tac Stakeholder Advisory Round Table (StART) meeting took place on December 19, 2018 with a focus on confirming the next steps based on the work of the Aviation Noise Working Group, to hear and discuss Federal Congressional efforts related to airports and airport communities, and to propose and discuss an additional Federal Policy Working Group. StART, a voluntary, advisory roundtable convened by Seattle-Tacoma International Airport’s Managing Director Lance Lyttle, is a venue for the Port of Seattle to engage with the communities of SeaTac, Burien, Des Moines, Normandy Park, Tukwila and Federal Way. Representatives from Delta Air Lines, Alaska Airlines, and Lynden are also members. The Federal Aviation Administration (FAA) participates as a non-member. Fernando Ruiz, Legislative Assistant to U.S. Representative Adam Smith and Lyndall Bervar, District Representative to U.S. Representative Adam Smith, provided an update on the status of proposed legislation: The Particle Emissions Act and the Aviation Impacted Communities Act. They also discussed the FAA Reauthorization Act and next steps connected to implementation. Also, it was mentioned that a priority for the next Congress will be a bill focusing on secondary insulation for residences impacted by aviation noise.
